DECISION

APPROVING THE DETAILED PLAN OF THE INLAND WATERWAY PORT SYSTEM IN NORTHERN REGION UP TO 2020 WITH ORIENTATION TOWARD 2030  

MINISTER OF TRANSPORT

Pursuant to Decree No. 107/2012/ND-CP dated 20 December2012 by the Government defining the functions, duties, powers and organizational structure of the Ministry of Transport

Pursuant to Decree No. 92/2006/ND-CP dated 07 September 2006 by the Government on the formulation, approval and management of socio­economic development master plans, and Decree No. 04/2008/ND-CP dated January 11, 2008amending and supplementing a number of articles of Decree No. 92/2006/ND-CP dated September 7, 2006;

Pursuant to Decision No. 1071/QD-BGTVT dated 24 April, 2013 of the Ministry of transport approving adjustment of the overall transportation development plan for Vietnam Inland Waterway up to 2020 with orientation toward 2030;

Considering the Proposal No. 326/TTr-CDS dated 11 March, 2013 by Vietnam Inland waterway Department submitting for approval of the detailed plan of the inland waterway port system in northern region up to 2020 with orientation toward 2030;

According the suggestion by the Head of Department of Planning and Investment,

DECIDES:

Article 1. Approving the detailed plan of the Inland waterway port system in northern region up to 2020 with orientation toward 2030 as follows:

I. Scope of planning

The Inland waterway port system in northern region includes inland waterways in the northern delta, midland and northern mountainous region.

II. Development perspectives and goals

1. Development perspectives

- Develop the inland waterway port system in northern area in accordance with development strategy of transport, overall transport development plan for Vietnam Inland waterway, meet the transport requirements of goods and passengers in each period;

- Develop port system to connect inland waterway transport with other modes of transport. Invest synchronously in ports, ship channels, fleets, management and loading & discharge technology. Ensure construction of modern andsustainable ports linked to national security, defense, and environment protection;

- Mobilize all sources from all economic sectors to invest, exploit ports, mainly in the form of BO, BOT investment; lease existing infrastructure facilities;

- Besides  invest for the port system development,  pay much attention to the maintenance to increase the longevity of construction works, improve efficiency of using investment capital and safety during exploitation.

2. Development goal

a) Up to 2020

-  Construcst cargo ports and passenger ports to meet the transport requirements of goods and passengers, up to 2020 reach 42.01 million tons goods per year and 5.52 million passengers per year;

- Gradually modernize the port system to enhance capacity, quality of services; to meet the connecting requirements with road, sea, rail transport; and step by step meet the requirements of logistics services.

b) Orientation towards 2030

- Continuously invest, upgrade and expand the inland waterway port system in the northern region. Modernize the management, loading and discharge capacity, improve service quality, and ensure rapidity, security, convenience and cost - effectiveness.

- The   estimated transport volumes  up to 2030 as follows:

+ For cargo port: 65.9 million tons per year

+ For passenger port: 10.8 million passengers per year

III. Detailed plan up to 2020 with orientation toward 2030

1. Port system

a) Cargo Port: including 66 ports, the estimated capacity up to 2020 is 42.01 million tons per year, orientation toward 2030 reaching about 65.9 million tons per year.

Main ports

Including 7 ports: Ha Noi Port, Khuyen Luong port (Red river), Viet tri port (Lo river), Ninh Binh – Ninh Phuc port Complex (Day river), Hoa Binh port (Da river), Da Phuc port Complex (Cong river), Phu Dong port (Duong river).

Function: serve economic activities of locals and  neighborhoods.

The capacity up to 2020 is expected to reach 10.99 million tons per year, orientation towards 2030 reaching about 15.2 million tons per year.

Other ports

Including 59 ports, serve local economic activities.

The transport capacity up to 2020 is expected to reach 31.02 million tons per year, orientation toward 2030 reaching about 50.7 million tons per year.

b) Passenger port

Planning the construction of passenger ports according to passenger transport routes in urban centers, major tourist centers  has to ensure the requirement of  convenience, civilization and modernity.

Including 20 ports, the estimated capacity up to 2020 is 5.52 million passengers per year, the largest  passenger ship size is from 100 seats to 250 seats.

c) Specialized port

The specialized port system includes: coal export port group, petrol import – export port, port group of factories, the transport capacity up to 2020 is expected to reach about 80.165 million tons per year, details as follows:

2. Detailed plan of main cargo ports

a) Ha Noi Port

- Location: On the right bank of Red River belonging to Hai Ba Trung District, Ha Noi City

- Function: serve economic activities of Ha Noi area.

- Content of detailed plan:

The capacity of port up to 2020 is expected to reach 500,000 tons per year.

The largest ship size:  sea – river vessels with tonnage of 1000 tons

Plan up to 2020: Transfer function of passenger port  as combination of passenger port and clean cargo port, including 6 terminals with total length of 318 m; warehouse area; area for tourism and trading purpose. Other categories including operating areas, warehouses, yards,  scaling area, garage, etc.

b) Khuyen Luong Port

- Location: on the right bank of Red River, 200m from the downstream of Thanh Tri bridge, Thanh Tri District, Ha Noi City

- Function: loading & discharge of general goods, container goods, serving economic activities of Ha Noi City

- Content of detailed plan:

Capacity up to 2020: 1,700,000 tons per year;

The largest ship size: sea – river vessel with tonnage of 1000 tons

Plan up to 2020: Ports including two areas, one for packaged goods, and the other for bulk goods (consist of a reserved area for container goods);  And including 6 terminals with total length of 306m.

Orientation toward 2030: 9 terminals with total length of 516 m,  Expand warehouse,  improve the loading & discharge equipment. Estimated capacity up to 2030 is about 2,500,000 tons per year.

c) Viet Tri Port

- Location: On the right bank of Lo river, 200m from the downstream of Lo river, belonging to Viet tri city, Phu Tho province.

- Function: Loading & Discharge of general goods serving economic activities of Phu Tho province and  neighborhoods.  Transit of apatite, ore, etc. from rail and road transport to inland waterway vehicles navigating to Hai Phong and Quang Ninh.

- Content of detailed plan:

Capacity up to 2020 is expected to reach 2,000,000 tons per year;

The largest ship size: ships with tonnage up to 800 tons

Plan up to 2020: 10 terminals with the total length of 227m; open warehouse area is 16,000m2, closed warehouse area is 6,120m2; internal road is 19,000 m2. Retain rail route from Viet Tri station to the port.

- Orientation towards 2030: 10 terminals with the total length of 247 m (construct a new general goods terminal to connect to the terminal No.2 and No.3). Upgrade warehouse, modernize loading & discharge equipment. Estimated capacity up to 2030 is about 3,000,000 tons per year.

d) Ninh Phuc Port

- Location: On right bank of Day river, 1.5 km from the downstream of Ninh Binh port - Function: Loading & discharge of general goods serving economic activities of Ninh Binh province and neighborhoods. - Content of detailed plan:

Capacity up to 2020 is expected to reach 2,500,000 tons per year;

The largest ship size: sea – river vessels with tonnage up to 3,000 tons

Plan up to 2020: 5 terminals with total length of 302m

Coal yard is located behind the terminal, on the upstream of the port, with total area of 5,700 m2; ore yard of 8,400 m2 is located behind the port, in which 7,700 m2 is currently being used; other goods yard (such as construction materials, steel, graniteetc.) of 2,500 m2, is located behind the downstream of the port, behind the terminal 2.

Total current warehouse area is 7,250m2. Construct one new warehouse with the area of 4,300m2.

- Orientation towards 2030: 6 terminals with the total length of 394m (construct a  new terminal with the length of 92m); upgrade the current yards, construct  new yards & warehouse, service area for transport agent; upgrade loading & discharge equipment. Estimated capacity up to 2030 is about 3,500,000 tons per year.

e) Hoa Binh Port

- Location: On the right bank of Da river, 5km from downstream of Hoa Binh hydropower, belonging to Hoa Binh City, Hoa Binh Province.

- Function: loading & discharge of general goods serving economic activities of Hoa Binh province and transit of goods on the route of Hoa Binh lake, Son La, Lai Chau.

- Content of detailed plan:

The largest ship size is up to 400 tons.

Capacity up to 2020 is expected to reach 550,000 tons per year;

Plan to 2020: Retain the existing categories including 3 terminals (1 bulk terminal with the length of 28 m, 1 covered terminal with the length of 28m, 1 slant down the dock with the length of 95m) with the total length of 56 m (excluding the length of the slant down the dock); upgrade and expand warehouses invest in loading and discharge equipment.

- Orientation toward 2030: 4 terminals with total length of 84m (excluding the length of slant down the dock); upgrade the warehouses, operating areas, upgrade loading & discharge equipment, means of transport. The largest ship size is up to 600 tons. The estimated capacity up to 2030 is about 700,000 tons per year.

g) Da Phuc port complex

- Location: The junction area of Cau river and Cong river, downstream of Da Phuc bridge, belonging to Pho Yen District, Thai Nguyen and Soc Son district, Ha Noi City.

- Function: loading & discharge of general goods, serving for economic activities of Thai Nguyen province and neighborhoods.

- Content of detailed plan:

Capacity up to 2020 is expected to reach 700,000 tons per year.

The largest ship size: ships with tonnage up to 400 tons

Plan up to 2020: including 2 ports:

Port area for construction materials (in Ha Noi City, on right bank of Cong river): Improvement and construction of embankment for loading & discharge terminal.

Port area for bulk and packaged goods: mainly coal, fertilizer, cement (in Thai Nguyen province, left bank of Cong River) including 4 terminals, total length of 165 m.

- Orientation towards 2030: 6 terminals with the total length of 315m (construct two new terminals in the junction of Cong river). The largest ship size is up to 600 tons. Estimated capacity in 2030 is about 1,200,000 tons per year.

h) Phu Dong port

- Location: On the right bank of Duong river, downstream of Phu Dong bridge, belonging to Gia Lam District, Ha Noi City

- Function: specialize in container goods and construction materials serving economic activities of Ha Noi City and  neighborhoods.

- Content of detailed plan:

Capacity up to 2020 is expected to reach 2,540,000 tons per year;

The largest ship size: ships with tonnage up to 800 tons.

Plan up to 2020: including 3 areas, one for container goods, one for construction area and one for  supporting area. Including 4 terminals with the total length of 255 m, receiving ships with tonnage up to 800 tons.

- Orientation toward 2030: 7 terminals with the total length of 345m; expand warehouses, yards, upgrade loading & discharge and transport equipment. Estimated capacity in 2030 is about 3,000,000 tons per year.

V. Main solutions, mechanisms and policies  for plan implementation

-   To organize, manage and implement the plans well, regularly monitor to detect any problems arising during the implementation  for timely adjustment. Regularly review, adjust, update and supplement legal documents related to investment management and operation of the port system, timely detect problems for suitable supplementation.

- To continuously develop and complete institutions and policies in order to mobilize sources from all economic sectors involved in development of inland waterway, mainly in the forms of BO, BOT investment. Concentrate on out of state budget including foreign direct investment for port development. State budget will donate a part of capital  in the construction of important ports to meet the requirements of socio economic development as well as promote the development progress of ports.

- To enhance management of construction quality, safety conditions during the exploitation,  call agencies involved in transport for the investment and exploitation of port, contributing to the order and safety of inland waterway traffic.

- To pay attention on training and development of human resources managing and exploiting ports, in which focusing on developing high-quality human resources in order to meet the requirements of modernization of the port system.

- To protect environment during construction and exploitation of inland waterway ports;  to enhance the ability to adapt to climate change and sea-level rise of the port system.

-  To complete the standards, regulations, economic and technical norms in investment and maintenance of port system, including survey, design, construction and acceptance; to encourage the application of technology, new materials in port development in order to improve quality, reduce investment costs; to apply information and communication technology to port management and exploitation effectively.

Article 2.  Plan management and implementation

Vietnam Inland Waterway department shall coordinate with the People's Committees of provinces and cities directlyattached to the Central Government and the relevant authorities to publicize and manage   the implementation in accordance with the approved plan; periodically review, supplement and update the plan  with economy and society development as well as current  status; make report and submit to the Ministry of Transport for consideration and approval;

The ministries, branches, provinces and cities directly attached to the Central Government according to the assigned functions, roles and powers shall take responsibilities for coordinating with the Ministry of Transport to organize, manage and implement the plans.

Localities spend adequate land to meet the requirements of port development in accordance with approved plans.

Article 3. This decision takes effect from the date of signing and replaces the Decision No. 323/QD-BGTVT dated 27 January,2006 by the Minister of Transport approving the detailed plan of inland waterway port system up to 2010 with orientation toward 2020. 

Article 4. Chief of the Ministry Office, Head of Planning and investment department,  General Director of Vietnam Inland Waterway Department and heads of relevant agencies take  responsibilities for implementing this Decision../.
